Job Description
Transparency International Bangladesh (TIB), the Bangladesh chapter of Berlin-based Transparency International, works with a vision of Bangladesh where government, politics, business, civil society and the daily lives of the people are free from corruption. Its mission is to create and strengthen a social movement against corruption.
TIB is inviting applications from Bangladeshi Nationals for the position of Manager – Finance & Accounts (Field Office Monitoring) under its project titled BIBEC – Building Integrity Blocks for Effective Change (October 2014-September 2019). The goal of the project is to promote a more enabling environment for reducing corruption. The specific objectives are to advocate for reforms in laws, policies, processes, practices and oversight for improving governance in targeted institutions and sectors and to generate peoples’ demand for good governance and to strengthen citizen’s capacity to challenge corruption. Only the short listed candidates will be called for selection process. Short-listing will be made on the basis of merit; all candidates meeting the minimum application criteria will be considered, but may not be short- listed.
Manager – Finance & Accounts (Field Office Monitoring) (1-position based in Dhaka)
Currently 1 (One) position is vacant. However, a number of candidates will be selected and put in waiting list to fill up vacancies in near future.
Reportable To: Senior Manager- Finance & Administration
Job Statement:
Responsible for ensuring compliance of Financial and Administrative operations of a selected number of Field Offices of Transparency International Bangladesh (TIB) implementing the activities of Committees of Concerned Citizens(CCCs). Working in close collaboration with the relevant staff of all divisions of TIB, he/she maintains adequate controls to ensure accountable compliance of TIB procedures as well as reporting requirements of donors, GoB and NGOAB. He/ She will also be responsible for review books of accounts, records and generate reports as required.
Job highlights:
As a member of the Finance & Administration Division, the Manager-Finance & Accounts (Field Office Monitoring) will be responsible for the following:
- Review and check the monthly financial reports of selected numbers of TIB Field Offices/Committees of Concerned Citizens and ensure full compliance with rules and procedures by due oversight of field based relevant staff;
- Review and ensure the quarterly fund flow to CCCs;
- Review and monitor CCCs budget, budget allocations and ensure budgetary control;
- Conduct frequent visit to CCC offices to review financial and administrative system;
- Attend cluster meetings and provide guidance to relevant staff and CCCs on financial and administrative issues;
- Ensure that the books of accounts and documents are maintained in accordance with the
- TIB Operations and Management Manual;
- Supervise the regular financial and administrative functions of Assistant Manager-Finance and Administration posted in the CCC offices;
- Provide necessary training and orientation to Assistant Manager-Finance and administration for enhancing their capacity;
- Report to Senior Management of TIB on CCC’s financial and administrative matters;
- Assist Auditors to conduct audit in CCCs and disseminate the audit observations to CCCs.
- He/She will also prepare and implement corrective action plan, if and when needed: and
- Perform other tasks as assigned by the management of TIB.
Job Requirements
Qualification, Experience and other requirements:
- The age limit for this position is 43 years.
- Must have Master’s degree in Finance/Accounting, Professional degree CA/CMA will be given preference with minimum 6 (six) years of relevant work experience. Expertise in donor-supported organizations or projects, experience in budgetary control, fund management, partner monitoring,
- staff supervision, training, audit and administrative issues and preferably experience to field office operation is essential.
- Although the position is Dhaka-based, the selected candidate must be prepared to undertake frequent field visits about 2-3 weeks/per month spend in field. S/he must be comfortable working with people of diverse age-groups with various social, economic and professional identities.
- Candidate with 3rd Division or CGPA less than 2.5 on a scale of 4 or 3 on a scale of 5 at any level of their education need not apply.
- Excellent communication skills in Bangla and English, both written and oral, and basic computer knowledge are necessary for the position.

Salary and benefits for the position:
Gross initial salary is Tk. 99,875.00 per month plus other benefits as per relevant rules of TIB. Income tax is payable by TIB staff, deductible at source. Other benefits for TIB staff are: annual performance-based increment, cost of living adjustment, contributory provident fund, gratuity, festival allowance and insurance.
