Introduction and background:
The British Council has been contracted by DFID to implement the Promoting Knowledge for Accountable Systems (PROKAS) Project in Bangladesh. PROKAS is a component of the DFID Bangladesh Transparency and Right to Information Programme (TRIP – launched in 2014, up to 6 years), which is aimed at increasing transparency and accountability in Bangladesh. PROKAS (formerly the Transparency, Accountability and Right to Information Fund – TARIF) will be an actively managed project, not merely a funding channel.  PROKAS will support a coherent set of government and civil society initiatives to improve transparency and accountability in targeted thematic areas through collective action. PROKAS commenced on 13 April 2015 and will run till October 2019 with a potential for extension.
Objectives:
TRIP aims to support or influence changes in government policies, processes, systems and/or activities that will contribute to increasing transparency and accountability, and to reducing corruption in Bangladesh. PROKAS-funded projects must support this overarching outcome by funding and supporting networks and coalitions of civil society organisations to advocate for change on issues of common interest, and by supporting initiatives to help the Government of Bangladesh improve its own transparency and accountability.
PROKAS will build on existing partnerships with civil society, including support to the work of Transparency International Bangladesh (TIB) through the Building Integrity Blocks for Effective Change (BIBEC) Programme. TIB is carrying out research and advocacy, and support local citizens’ action to demand accountability in health, education and other services, land administration and the use of climate finance.
PROKAS will support improvements to government systems, including strategy and training, for more effective implementation of the Right to Information (RTI) Act, building on existing work with the World Bank.
Direct beneficiaries of this project are Bangladeshi civil society and the Government of Bangladesh, both of which will be actively supported in their transparency and accountability initiatives. Citizens of Bangladesh will benefit indirectly from the improved transparency and accountability the project aims to generate.
Managing agencies:
The British Council is leading a consortium where Palladium is a member of the consortium focusing on private sector development and business regulation, right to information, and monitoring and results measurement, and WISE Development is a partner contributing on the gender and social development aspects.
Project’s scope of work:
The PROKAS project will be:
  • Identifying issues where the project has the greatest scope to bring about improvements in transparency and accountability, and local partners best placed to have an impact on those issues.
  • Proposing sub-projects around these issues for DFID approval, identifying likely partners and demonstrating a link to the overall programme results framework and theory of change;
  • Managing funding civil society and private sector organisations working in coalitions and networks on agreed activities within issue-based projects (IBPs).
  • Providing or Arranging Technical Support for government and non-government partners to process, publicise and make accessible official information. This may include training of government officials but will not include direct funding to the Government of Bangladesh.
  • Manage the first IBP, which has already been scoped out by DFID: a Climate Finance Transparency Mechanism (CFTM) to make information accessible on donor support to climate change under the Bangladesh Climate Change Strategy and Action Plan.
This project is designed to support government and civil society initiatives to improve transparency and accountability in a few targeted thematic areas. Initiatives to be supported will fall broadly into the following categories:
Transparency
  • Initiatives that increase capacity to respond to Right to Information (RTI) requests;
  • Initiatives that promote and/or facilitate proactive dissemination of information;
Accountability
  • Initiatives that help citizens and/or CSOs access and use information, and mobilise to hold decision makers to account on targeted issues;
  • Initiatives that track implementation of responsibilities by officials;
  • Initiatives that encourage/require officials to explain their actions;
  • Initiatives that target specific aspects of poor performance or corruption in targeted government departments or sectors.
Key tasks:
  • Act as focal person for day to day coordination and implementation of Climate Finance and/or Fairer Labour Migration issue-based projects (IBP), inform, update and report to line manager about progresses, challenges and mitigation strategies.
  • Ensure all IBP partner level activities are in well coordination and are implemented according to activity plan and budget
  • Collect data and information for the programme team for planning, designing of IBPs, situation analysis, stakeholder mapping etc.
  • Organize visits for the team which may include communications with stakeholders, partners, drafting of the ToR, management of logistics, documentations of the approval process
  • Keep track of the partners’ reporting and deliverables timeline and follow-up with them for timeline submission.
  • Guide partners on standards in event management.
  • Coordinate with PROKAS Admin team for any national level events
  • Conduct field visits and draft case-studies on partner activities
  • Attend key planning meetings of partners
  • Support partners to prepare monthly and quarterly reports
  • Write monthly reports on the status of implementation and include recommendations for action steps
  • Act as focal person for MEL, GESI and other cross cutting issues to provide support
  • Assist in organizing capacity assessment and capacity building activities for partners
  • Coordinate with Monitoring, Evaluation and Learning team for monitoring, results and learning data from partners.
  • Work with partners in providing relevant documents for PROKAS Grants, Finance and Admin teams
  • Support programme team to facilitate hiring national and international consultants
  • Develop different initiatives to optimize processes and facilitate the process of transferring the knowledge and skills to partners’ level in the targeted area.
  • Provide support to partners to develop staff capacity through supporting training and accompaniment for the relevant staffs of partners in a way where they can achieve targeted results within multi-stakeholder engagement.
  • Guide and support partners and actors at national and local level in organizing various activities to strengthen transparency and accountability procedures as instructed by IBP Manager.
  • Advice and guide partners to maintain relationships with national and sub-national level networks and involve the representatives of Upazilla and district level stakeholders at national level.
  • Support to create ground space for partners to work together in multi-stakeholder collaboration initiative and connecting with each other’s.
  • Liaise and maintain good relationships with government officials, private sector, NGO’s and all other relevant stakeholders.
  • Close coordination between different programme components in the team
  • Provide support to PROKAS Program Director, Team Leader and Head of Programme as and when necessary
  • Other tasks as assigned by line manager
Communication, Knowledge Management and Information sharing:
  • Contribute to proper documentation of activities, outputs and outcomes relevant to responsibilities
  • Share information and lessons learnt in programme meetings with the wider team
  • Maintain effective and working relationship with government, negotiators, civil society representatives, Govt., donor, private sector, networks, platforms and media at a national and international level.
Input:
This is a full-time position with an average of 220 days of work per year until the end of the project.
Profile/requirements 
QualificationsA University degree in Public Administration, Economics, Development Studies, or any Social Sciences
Knowledge, skills and experience
  • Three years’ experience of work in the development sector one year of experience in working in a governance programme is highly desirable
  • Good understanding of transparency and governance issues in Bangladesh
  • Experience in working with and knowledge of both government and civil society in Bangladesh
  • Experience in partnership management, programme development and programme implementation
  • Good communication, facilitation, presentation and representation skills
  • Strong understanding of gender and diversity issues and experience in integrating these into programme
  • Ability to work under pressure, decision making and multi-tasking

Contractual arrangement:
Project Coordinators are to be part of the Programme team and each will be assigned to a Manager. These positions are full-time positions up to the end of the programme.
